[openstreetmap/openstreetmap-website] Remember user's choice of directions engine (#1521)

Cookie memory of the user's pulldown menu selection on "directions" pane. Scratching an itch; I hope this seems appropriate.

I wasn't sure what test would be worth adding for this. If needed please suggest.
