[openstreetmap/openstreetmap-website] Add allow_read_email oauth permission (#1431)

@mmd-osm while your proposal has nice properties, it only addresses the "sending mail" side of things, not the receiving part, which is why I would in principle prefer an API to the messaging system as we then could directly integrate that in to apps instead of relying on users receiving and not ignoring the notification e-mails (which might naturally be a moot concern if the HTML format mails are working well).
