[openstreetmap/openstreetmap-website] Add allow_read_email oauth permission (#1431)

@simonpoole : ok, fair point, but isn't this at least partly covered today, e.g. JOSM checks every x minutes for new messages and would notify me? 
Somehow I feel this is a bit beyond the scope of this particular PR, yet an important topic.
