This issue is blocked because it requires a policy decision about who we should accept for OSM as an auth provider. This is not a technical issue but concerns the OSM project as a whole, so this issue tracker is the wrong place to discuss that. These policy decisions fall into the responsibility domain of the OWG. So I would recommend that you get in touch with OWG and ask them to start the process for a new policy for auth providers. You could also ask for special permission for this PR to be merged but a written policy would be more future proof and also put you as a provider in a better position as it would give you clear guidance about your rights and responsibilities.
