[openstreetmap/openstreetmap-website] Minor inconsistency in text/meaning of OAuth read user preferences permission (#1530)

The permission "allow_read_prefs", text  "read your user preferences.", allows not only access to what is defined as user preferences in the API (the key - value store), but allows accessing the user details,

On the other hand the "allow_write_prefs" does actually only allow writing to the "user preferences" (which is not a surprise given that there is no API for writing to the user details).

Not sure if we need to change something (that is why there is no PR yet), but it is slightly confusing and asymmetric, Maybe simply changing the text to: "read your user details and preferences"  would clarify this enough?
