[openstreetmap/openstreetmap-website] Change the way changesets are displayed to use achavi (#1376)

I just set up a new test drive: an _Endless Achavi demo_: http://5.9.84.147/achavi/index.html?changeset=38877990 - it just keeps loading one changeset after the other with one second wait time in between. Looks best on Chrome. Browser tab needs to be closed to stop the demo again.

That's all running on a custom [Overpass API branch](https://github.com/mmd-osm/Overpass-API/tree/test758), 250GB database size and a 50€/month server (32GB mem, Xeon E3-1270, 2x 500 GB DC SSD). 

Large bbox support is still to do, as mentioned before. That may seem like the only candidate worth caching at this time, all the rest could be served directly via Overpass API, once the proposed changes are available in the official release.
