[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

We verify for everything except google and facebook.

In the case of google that was because I believed they were only giving us gmail accounts that were implicitly valid by virtue of coming from google. In the case of facebook I think I wasn't really thinking and bought into that claim of facebook having validated them.

Given the evidence presented here I think we should probably stop trusting both.
