[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

All of these providers verify that these emails exist: Facebook won't let you sign up without confirming the email you used to sign up with was valid (by clicking on it). Google will periodically ask if your backup email is valid, but I don't think there's a single provider out there that actively validates the email after initial signup (by periodically sending an email). That seems like an odd requirement.
