The problem of being able to reach any particular user should be seen (and tested) as a system of real cases. From one, where a user honestly wants to receive all possible feedback, to an opposite, where a user does not want to be "bugged" - he just "wants to fix/add something". All these scenarios are real and there is no corresponding UX study (even very simple one) to back it. I'm insisting on UX, not UI as @Zverik suggests because user's intentions and general behavior should be taken into considerations in addition to his reactions on UI. UI might make it easier to do something, but it can never make someone do it if he doesn't want or wants to do it differently.

The current situation, as @tomhughes just said, is based on a whole bunch of assumptions. Obviously, it creates a ridiculous situation with people, trying to reach other people with a welcoming message, changeset comments or any other matters, actually sending it to nowhere.
