[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

Okay, I suggest extracting the question about validity of facebook / google emails to a separate issue, since it may require more discussion that is not immediately relevant to this pull request. I'm ready to organize an IRC or Mumble meeting.

In the context of what is already present on the website, adding `mapsme`-provided emails to me are good, since we get these _only_ from facebook and google. And from OSM, when #1431 is merged. Are there any other outstanding issues?
