[openstreetmap/openstreetmap-website] Pass the user object, rather than the id, for sessions (#1456)

What `:user` parameter?

The idea here (though I think there may be a few that have gone wrong) is to change places that are faking the session hash so it is setting the user object in the session hash not a query parameter.
