[openstreetmap/openstreetmap-website] Dressed up notification mails (#1401)

I've reverted the commit that added the greeting to the changeset comment file. I left the new string in `en.yml`, though, in the hope that we can get it added to every language through the proper process. The string already appears exactly elsewhere in the file, so hopefully we don't need a native speaker of every language to confirm that "hello" is still "hello"?

But maybe this should be a separate PR than this one, which is really about the presentation, not the content of the mails.
