[openstreetmap/openstreetmap-website] history-sidebar width scroll (#1422)

I'm going to need some serious convincing that this works and doesn't cause any problems - we already have a lot of problems with the sidebar interacting badly with the map and causing it to jump around in unexpected ways and I fear this will just make things worse.
