[openstreetmap/openstreetmap-website] Add a third status to Notes for work-in-progress (#1578)

I have occasionally wanted to have an "in progress" status for notes that I can't close immediately without something like: 
* ask for clarification or more info
* should go to the place and ground truth 

It would be nice to have them stand out visually.
