[openstreetmap/openstreetmap-website] Editing with P2 tries to edit at zoom 14 (#1471)

To reproduce:

Go to https://www.openstreetmap.org/node/4711039735/history

Select "Edit with Potlatch 2"

Observe the zoom level in the URL change from 19 to 14.

(a discussion with @systemed on IRC suggests that it might be the website end not the P2 end causing this)
