[openstreetmap/openstreetmap-website] suppress creating accounts by bots/scripts (#1083)

A user diary completely [spammed](https://www.openstreetmap.org/user/SrrReal/diary/39584#comments) with comments. Except the first comment (which was legit), rest of them seem to be by multiple spam accounts.
