[openstreetmap/openstreetmap-website] Add allow_read_email oauth permission (#1431)

Just noticed a website that could also use this feature:

Rejecting a PR about emails to me seems not unlike banning movies in a country because children might see it. Let's treat users as adults and give them a choice.

Is there anything blocking this PR except an LWG response?
