[openstreetmap/openstreetmap-website] Openlayers plugin adhered to http(s) protocol (#1489)

We do not accept changes to files in the vendor tree, which have come from third party sources and should be changes upstream.

In this case the correct solution is simply to stop using OpenLayers from our site - it is only there for legacy reasons because third parties started using it and we would love to get rid of it. If you want OpenLayers host it yourself or use one provided by a proper CDN or something.
