[openstreetmap/openstreetmap-website] Adding osm extract (#1545)

I had followed the [installation instructions](https://github.com/openstreetmap/openstreetmap-website/blob/master/INSTALL.md) and then i am stuck at adding osm extract.
I have a .osm file and how to add it ?
I had read the [configuration steps](https://github.com/openstreetmap/openstreetmap-website/blob/master/CONFIGURE.md#populating-the-database) but it was for .osm.pbf file
