[openstreetmap/openstreetmap-website] Add a preferred_email_format preference (#1511)

At the moment all attachments are images for inline use in the HTML part, so I thought we'd just go single-part, but you raise a good point -- if we ever wanted to actually attach files meant to be downloaded by the user, we'd need multipart mails in any case. I'll fix that.

It might take a week or so before I have time to look at this, but I'm happy to implement the changes requested. For what it's worth, I don't personally feel strongly about the need for text-only mails. I prefer HTML, personally. My motivation was rather to avoid a situation where by making the site more friendly to newcomers (by adding HTML mails) we've made it more annoying to old timers.
