[openstreetmap/openstreetmap-website] Page titles: put specific page title at the start not the end (#843)

Thanks! This is something that had bugged me in the past too. I resolved the merge conflicts in cb87f02642d0097ebc067ca1f9371dde274a41e3 . This PR actually only covered one part of the problem (titles set via pushState, e.g. in the browse pages) so I also added 1b181d4c1d595116dbe7fb8c1f5762d4a0d9f3f6 to cover the other cases, including standard HTML title tags.
