[openstreetmap/openstreetmap-website] Authenticated GET requests have stopped working (#1650)

The GET /object/id/version request and the GET /object/id/history request are supposed to behave differently when credentials for a moderator account are supplied; they should include redacted entries in the response (for /history), or allow retrieving redacted versions (for /version).

This used to work when I last tried it, admittedly, years ago.

Now it doesn't:

> $ wget --header "Authorization: Basic (base64 of moderator username:password goes here)" https://api.openstreetmap.org/api/0.6/way/23140818/4
> --2017-10-11 16:20:56--  https://api.openstreetmap.org/api/0.6/way/23140818/4

> Connecting to api.openstreetmap.org (api.openstreetmap.org)||:443... connected.
> HTTP request sent, awaiting response... 403 Forbidden
> 2017-10-11 16:20:56 ERROR 403: Forbidden.
