[openstreetmap/openstreetmap-website] Geolocation fails when not using https on Chrome (#1493)

If OAuth is a substantial sticking point, the server implementation could be patched to accept signatures generated with both `http` and `https` as the protocol (this does require that clients follow redirects though, but the only ones that support HSTS do (browsers)).
