[openstreetmap/openstreetmap-website] Spin off diaries into `openstreetmap-diaries` separate app from `openstreetmap-website` (#1362)

:-1: like above, and makes this depend on #1822. If #1822 were to go ahead then we wouldn't want it for directee accounts, directed mappers (e.g. telenav data team) have made good use of diaries.

If technically necessary, but I feel osm.org/diary is better

:-1: It's still under OSM control, hosted by the OSMF. A different domain would just confuse matters.

That would be okay for external links, but entering `/diary` isn't an external link or leaving OpenStreetMap.
