[openstreetmap/openstreetmap-website] Prevent changeset comments loss when accidentally clicking subscribe button (#2088)

I was writing some changeset comments and wasn't paying attention and clicked the blue "subscribe" button instead of the equally blue "comment" button. My comments were silently discarded and I had to recompose them from scratch. It would be good if the user was somehow prevented from losing their data.
