Note to Bjoern OpenStreetMap is a database nothing else.  It doesn't look up anything.  There are various programs that can access the data.  One is OSMand, another transforms or renders the data to a visible map which is what you see on www.openstreetmap.org.  OpenStreetMap Nominatim is used to search the map.  As previously noted the code has been developed to add in to support OLC but my understanding is it has not been pushed to the published version.

OLC and Plus codes are the same thing.  It was first called Open Code Location and developed by Google Zurich I think Google now prefers it to be called Plus Codes.
