[openstreetmap/openstreetmap-website] Fixed motorways being referred to as unnamed roads (#1741)

Out of interest @woodpeck , in the case of road naming, will it always be safe to use the ref value if it is set?
Is it always just going to refer to a relevant string and not just some random set of chars that mean nothing?
