[openstreetmap/openstreetmap-website] [WIP] Allow reporting of abusive users to moderators or admins (#1576)

The "save changes" button on the "report user" screen should be renamed to "send report" or such. "Save changes" is what happens on the server side, but the user really wants to send/register/file a report.
