[openstreetmap/openstreetmap-website] Reminder for unanswered messages (#526)

All user-user messages and changeset comments are emailed to the user. Strictly speaking I think you can unsubscribe from your own changeset and then wouldn't get notified but you'd have to do it for each one and I doubt anybody does it routinely.

Other than that I don't think there is anything actionable here - we don't really link messages in the way that would be necessary for the original suggestion and as other people have said it would problematic from a privacy point of view to reveal if people had read messages.
