[openstreetmap/openstreetmap-website] The + and - zoom buttons state colors too similar (#1764)

The + and - zoom buttons on the upper right.
* When can still be pressed, are in a tan color.
* When can no longer be pressed, are in a slightly different tan color.
There needs to be greater color differentiation.

Note I am talking about the colors they show when a mouse is **not** hovering over them.
