[openstreetmap/openstreetmap-website] [WIP] Allow reporting of abusive users to moderators or admins (#1576)

@mikelmaron if you look at the commit that @tilmanb found you'll see it wasn't about reporting abusive behaviour (I don't think any of this is about that at present) but mostly about reporting editing errors which I agree is probably out of scope of this for now.

Mostly we're at the point now where we want to get an MVP out and then worry about gold plating it with extra features.
