+1, it will also avoid that registered mappers leave anonymous comments by
accident because they haven't been noticing they weren't logged in (happens
occassionally to me).
If you remove this functionality I would expect your vandal to move to
creating new notes (if he is insistent).
An alternative idea could be to hide anonymous comments and/or notes from
people that are not logged in (any logged in user could moderate to either
delete them or make them visible). So vandals like this would not have the
"satisfaction" of seeing the results of their actions.
