[openstreetmap/openstreetmap-website] Spin off diaries into `openstreetmap-diaries` separate app from `openstreetmap-website` (#1362)

I'm going to close this issue, since I don't think that it's worthwhile to separate out the diaries into a separate codebase. This doesn't mean that I think everything with the diaries is satisfactory, just that I believe the code separation suggestion is not the right approach.
