[openstreetmap/openstreetmap-website] Make non-https remote josm possible (#1896)

Specifically the code is https://github.com/openstreetmap/openstreetmap-website/blob/master/app/assets/javascripts/index.js#L253 and if you know of browsers (other than chrome >= 53 and firefox >= 55) where this will work then please let us know and we can add them.
