[openstreetmap/openstreetmap-website] Remove quad_tile library and extract to gem (#1899)

Right, but they still exist in the gem in `lib/quad_tile.rb` after the load of the C versions and if you stick a `raise` in one you will find the tests hit it because the ruby versions have replaced the C versions.
