[openstreetmap/openstreetmap-website] Remove quad_tile library and extract to gem (#1899)

Thanks for taking care of removing those @tomhughes. Ill clean up the travis config and gem source on this branch this afternoon. (still morning here and I need to get to work) Ill ping you here when its done.
