[openstreetmap/openstreetmap-website] Make non-https remote josm possible (#1896)

There does seem to be some sort of issue - we are setting `http://127.0.0.1:8111/load_and_zoom` as the URL on the iframe but firefox is actually trying to load `https://127.0.0.1:8111/load_and_zoom` for some reason.
