[openstreetmap/openstreetmap-website] [WIP] Allow reporting of abusive users to moderators or admins (#1576)

@mikelmaron I would very much prefer to soft-launch this so we can correct any issues that we see instead of creating a flurry of documentation about it right away. I think having a "report this" button is self-explanatory enough to start, and we can document the process properly once it has settled. As long as things are not widely documented, it is easier to make changes.
