[openstreetmap/openstreetmap-website] Make the persistent permalink URL update less frequently (#506)

I've just checked this using Firefox, and there's no pollution of the history with hash changes. I assume that something has changed in either Leaflet or Firefox in the intervening few years to make this problem go away.

If it's still a problem for anyone, feel free to describe browser versions etc and we'll reopen.
