Thanks @tomhughes and @tilmanb for your reviews. I've address all the issues raised, except for the following:

* is it possible to use a postgres enum column with aasm? Is it a good idea?
* concept of read_reports and unread_reports - rename or remove?
* helper for report links
* format of report links (flag or something else)
* use post for search form, and preserving state while searching
* more tests

More feedback on any topic is welcome! 

Although please bear in mind that I *really* don't want to do much more on this PR, I'd much rather get it out the door and more easily share the workload on additional features.
