[openstreetmap/openstreetmap-website] Allow users to close their own accounts (#1853)

@simonpoole OK, sounds like it's even more necessary to automate some of this! In that case, we could put the request into a queue, and someone (e.g. moderators or site admins) could review the closure requests before actioning them.

Do you see any need for users to explain why they want their account closed? Or would pushing the button be enough?
