Don't we have a mechanism from the CT change where people had to to agree before editing? Could we adapt that to make sure people have "signed" the privacy policy.

This is probably a more general problem - we need a way to make sure people see a policy change before continuing to use the site. Most sites have these fairly frequently. We do better, since we're not trying to collect all kinds of invasive data, but we can still expect future changes.
