[openstreetmap/openstreetmap-website] Incorrect panning direction when clicking History on mobile browser (#1864)

When I browse osm.org using a mobile browser (portrait orientation) and click "History", the map is shifted to the right (east). It looks like the intention was to make space for the history pane, except that in the portrait mode the pane is displayed above the map, not to the left of it.

This issue does not occur in the landscape mode.
