[openstreetmap/openstreetmap-website] Incorrect panning direction when clicking History on mobile browser (#1864)

The only one I've found so far is #729 but it's know that there are a lot of issues around the panning of the map and the opening and closing of various things but nobody has ever managed to drink enough to think about tackling it.
