[openstreetmap/openstreetmap-website] Hide button for notes shown for all users and not logged-in users (#1869)

Example: https://www.openstreetmap.org/note/1347418 or any other note

The hide button which is intended for users with moderation flag is visible to all users, even those who are not logged-in. If users click on it, a DELETE request is sent to https://www.openstreetmap.org/api/0.6/notes/1347418.json but—as expected—403 Forbidden is returned by the API.

Nothing bad can happen but users can be/are a bit confused.
