[openstreetmap/openstreetmap-website] vagrant up failing due to permission issue and more (#1888)

Ok I finally got the site to come up using vagrant in virtualbox.  I had to make several changes.  I've pushed my changes [here](https://github.com/mikehwang/openstreetmap-website/tree/get-vagrant-working).  Should I PR this?
