[openstreetmap/openstreetmap-website] vagrant up failing due to permission issue and more (#1888)

I was referring to where it now starts the server as ubuntu.

I'm playing with it now but using a different ubuntu image that doesn't actually have an ubuntu user! It does have the advantage of working across all the differerent providers though rather than just on virtualbox.
