[openstreetmap/openstreetmap-website] Ubuntu 18 OSM website db create failure (#2041)

Currently, ruby 2.3 is not available for Ubuntu 18.04. In ruby 2.5 bundle exec db:create can't connect database. So it is not possible to create table.
