[openstreetmap/openstreetmap-website] References to @username in comments (#2070)

It came to my mind that it could be beneficial for the communication workflow within the community if one could place @username references within changeset or note discussions.

Then, when someone mentions a name, e.g. "maybe @username has an idea how to tag this", the respective substring becomes a link to the profile page and the user receives a notification. Basically just what GitHub is doing.
