[openstreetmap/openstreetmap-website] Partition large tables (#2076)

Sorry for mixing up topics, my comment was concerning the "multi-stage migration" approach.

Partitions are invisible to people querying the table, otherwise you would have to change application code when adjusting partitioning criteria.
